MVE Review Report – 2025

This review was commissioned by Te Whatu Ora | Health New Zealand, as an extension in a variation of The Salvation Army contract (Dec24 to June 25) for the National MVE Administration service (NAS).


The primary purpose of the review was to educate, clarify and improve the MVE process with Preventing and Minimising Gambling Harm (PMGH) services, particularly regarding the MVE Coordination role now that there is a new provider mix. Three MVE Workshops were held with PMGH Services to achieve this purpose.
The other significant part of the MVE Review was to repeat the 2015 surveys for clients and key stakeholders, including industry representation, to gather wider stakeholder feedback on the effectiveness of the overall MVE Process. This enabled a better understanding of how the current process is working across the sector and provide feedback on potential improvements to the process.
